Missing zero in the vertical axis

In every bar graph, line graph, or scatter plot, the vertical axis should include the "zero." If the zero is not shown and the vertical axis starts with a non-zero number for some reason (when, for example, the range of interest is very narrow), the vertical axis should be drawn as a broken axis to show the missing part of the scale.
