Birth. (No date found), Germany. He is listed also as Ruggiero, Rogerio and Rogerius.

Education. Studied law and because of his expertise, he received the title of maestro.

Cardinalate. Created cardinal deacon of S. Maria in Domnica in the consistory of 1202 (1). Subscribed the papal bulls issued on January 9 and 13, 1205. Opted for the order of cardinal priests and the title of S. Anastasia in March 1206. Subscribed the papal bulls issued between May 4, 1206 and December 30, 1211. Legate in Denmark, with Cardinal Gregorio Crescenzi (1188), to end the discord between the king and the clergy of the kingdom; also in Sweden and in Bohemia to establish the ecclesiastical discipline in those kingdoms. Legate in Sicily before Emperor Friedrich.

Death. 1213, Rome. Buried (no information found).

Birth. (No date found), Vienne, France. He is also listed as Robert de Vienne; his first name as Radulf; and his last name as Neufville.

Early life. Archdeacon of Arras.

Cardinalate. Created cardinal priest of S. Sabina in the consistory of 1202.

Episcopate. Elected bishop of Arras in October 1203; resigned his cardinalitial title (1). Consecrated (no information found). He did not sign any papal bulls (2). Did not participate in the papal election of 1216, in which Pope Honorius III was elected.

Death. March 26, 1221, Arras. Buried in the cathedral of Arras in a tomb of copper with three Latin verses.

(1) The practice of resigning the cardinalitial title when appointed to a diocese was followed by some cardinals in the 12th and 13th centuries. For example, according to "Essai de liste générale des cardinaux. Les cardinaux du XIIè siècle". Annuaire Pontifical Catholique 1928. Paris : Maison de la Bonne Presse, 1928, p. 132, in the pontificate of Pope Lucius III, Cardinal Adelardo Cattaneo (1185) resigned his cardinalitial title when he became bishop of Verona at the end of 1188; at that time, he changed his signature from "cardinal priest of the title of S. Marcello" to "cardinal priest of the Holy Roman Church, humble bishop of Verona".
(2) For this reason, Eubel, Hierarchia Catholica Medii Aevi, I, p. 5, n. 1, indicates that it is doubtful that he ever was promoted to the cardinalate.
